Who is this person who managed to break into Argent, into the Guardians Tower, into the Vault and steal a piece of the Divine Engine?

Clearly a magic user with ties to the elemental plane of chaos, he looks as wild as chaos it self. Dressed in a robe of multiple colors representing the elements, and with glowing runes magically scribed into his flesh, this mage looks dangerous.
